Here’s an interesting quote from Dr. Ezekiel “Zeke” Emanuel, brother of White House Chief of Staff Rahm Emanuel:

One of the key health policy challenges for the next decade will be to resolve the ethical dilemmas posed by shifting to a population-based health system. Most of the attention surrounding this challenge has been focused on physician resistance to population-based health care, but the real ethical dilemma, and probably the more serious problem, arises from the public’s resistance.

“Patient v. population: resolving the ethical dilemmas posed by treating patients as members of populations,” Ethical Dimensions of Health Policy, Marion Danis, et. al., (New York: Oxford University Press, 2002), 243.
